Promaxis Systems Inc. has a requirement for a Senior Procurement Specialist

The Contractor must undertake, in consultation with DFAIT Project Authority (PA):
Attend a kick off meeting, within 3 days of Contract Award, develop a work plan and identify the following:
-user requirements in terms of end product needs, source information, constraints, controls, regulations and guidelines, perceived challenges and opportunities inherent in the current systems
-current planning and control processes and procedures;
-perceived shortcomings and gaps in capability with current systems;
Collect information from various DFAIT stakeholders on current materiel management and governance systems and processes as related to asset life cycle;
Conduct research into other potentially applicable methodologies and best practices models;
Develop and document a standardized methodology and framework for governing and managing materiel related to the supply chain management;
Develop and draft guides, checklists, mapping process, templates and other tools to assist the user;
Develop a framework for the approval, amendment/revision table along with review and re-approval process.
Be the lead role in the preparation of the documents and manuals relevant to DFAIT MM framework. This will include, but not be limited to, preparing the necessary drafts for DFAIT PA review as well as organizing required meetings / interviews with the various Centre of Expertise (CoE) and stakeholders identified.
Submit the recommended draft framework to DFAIT PA for review and approval.
The Contractor must deliver the following:
-A work plan that confirms the scope and associated costs, due within 1 week of initial kick off meeting with DFAIT PA;
-Complete research by December 28, 2012;
-Bi-weekly update report to the PA;
-A draft table of contents of the MM framework to the PA by January 25, 2013
-Records of interviews with the various CoE and stakeholders, to the PA;
-A draft MM framework and submit to the PA by April 30th 31, 2013, including a Management and Governance methodology and framework for materiel management.
-Final Materiel Management framework (manual and electronic version), and recommendations, must be submitted to the PA by August 31st, 2013. (Refer to tasks)
-The MM framework shall be delivered in a word format (electronically) and structure in a user friendly format while providing a simple search for each subject and sub-subject covered.
NOTE: All deliverable dates are subject to revision upon award of contract and any revised delivery dates will be agreed upon between the Project Authority and the Contractor, prevailing there no financial impact to the contract.
• Secondary school diploma is required
• Certificate, diploma, or degree from a recognized post secondary institution, in a relevant field or an acceptable combination of education, training and experience is required
• Minimum of five (5) years of experience in the procurement field is required
• Minimum of three (3) years of experience in the procurement field within the federal government may be required
In order to demonstrate the Consultant’s experience in the development of Materiel Management Framework, the technical bid must include a detailed description of three (3) relevant projects at the minimum undertaken within the last ten years.
Each project should indicate at a minimum:
a) a description of the project (15 to 20 words);
b) the length (start/end dates in month/year format);
c) the approximate dollar value (if available);
d) a description of the duties/ responsibilities performed;
e) Results and outcomes of the project; and,
f) The name, title, telephone number and e-mail address for a customer reference that can validate the information provided by the Bidder or a letter of reference.
If the named individual is unavailable when required during the evaluation period, the Bidder may provide the name and contact information of an alternate contact from the same client.
• Current and valid certification or membership in the Purchasing Management Association of Canada (PMAC) is considered an asset
